Gary Skaggs, professor of educational research and evaluation in the College of Liberal Arts and Human Sciences at Virginia Tech, has been conferred the title of professor emeritus by the Virginia Tech Board of Visitors.

The emeritus title may be conferred on retired professors, associate professors, and administrative officers who are specially recommended to the board by Virginia Tech President Tim Sands in recognition of exemplary service to the university. Nominated individuals who are approved by the board receive a copy of the resolution and a certificate of appreciation.

A member of the Virginia Tech community since 2001, Skaggs was principal or co-principal investigator on grants researching standard setting in large scale educational testing. He authored or co-authored more than 50 peer-reviewed journal articles, book chapters, and reviews.

Skaggs was an editorial board member of the journal Applied Measurement in Education and held leadership positions in his professional organizations, including the National Council on Measurement in Education. That organizations honored Skaggs with its Bradley Hanson Award in 2005 in recognition of educational measurement excellence.

In the classroom, Skaggs taught both undergraduate and graduate courses in psychometrics, educational statistics, and measurement for the School of Education. He directed both master’s and Ph.D. students, and he served on more than 50 master’s degree and Ph.D. committees in educational research and evaluation.

Skaggs received his bachelor’s degree from Virginia Tech, a master’s degree from Radford University, and a Ph.D. from the University of Maryland.
